Layer 2: The Broadcom subscription increase

This is the layer that changed everything. Broadcom removed perpetual VMware licensing and moved to subscription-only. From April 10, 2025, the minimum purchase jumped from 16 cores to 72 cores, so a single-socket 8-core host now bills as 72 cores. The portfolio collapsed from 168 products to four bundles, forcing customers into VMware Cloud Foundation or vSphere Foundation packaging even when they only need vSphere. Layer 3: Hardware refresh

vSphere 7 reached end-of-support in October 2025, which pushes any estate still on it into a refresh cycle. Newer, denser hosts raise core counts per socket, and because Oracle prices per processor after a core factor, a hardware refresh on VMware can quietly increase your Oracle license requirement even if workload is flat. Layer 4: The audit-risk premium

Oracle treats VMware as soft partitioning, which in its audit position does not reduce the licensing requirement. The mobility theory holds that any vCenter linked through Enhanced Linked Mode, or any cluster reachable through vMotion, is part of the licensing footprint because a VM could move there. A single Oracle node on a large host can license the whole host, and the boundary can become the cluster or the linked vCenter rather than the server. VM-to-host affinity rules are not a standalone defense; Oracle can and does ignore them at audit. What "move to OCI" really costs on BYOL

The OCI case rests on three mechanics that only apply on Oracle's own cloud. First, the core ratio. On OCI with BYOL, one Database EE processor license covers 2 OCPUs, equivalent to 4 vCPUs of compute. On AWS and Azure, one license covers only 2 vCPUs. OCI therefore delivers twice the compute per Oracle license than the other hyperscalers. That is not a market opinion; it is Oracle's published Cloud Policy, and it is the single largest reason an Oracle-heavy estate lands cheaper on OCI than on AWS or Azure.

Second, the BYOL rate. BYOL applies your existing perpetual license against OCI consumption so you pay the infrastructure rate only, rather than the License Included rate that bundles the software into the hourly charge. On a Database EE workload, an 8-OCPU OCI instance lists at roughly $4.03 per OCPU per hour without BYOL and about $1.34 per OCPU per hour with BYOL, a removal of roughly 75 to 80 percent of the License Included database rate. The catch is that you must already hold, and keep paying 22 percent support on, the underlying license. BYOL does not create new entitlement.

Third, Support Rewards, the incentive that materially bends the total. For customers on a current Unlimited License Agreement, rewards accrue at 33 cents per dollar of OCI consumption. For everyone else, 25 cents per dollar.
