How is Oracle PeopleSoft licensed?

Does an unused PeopleSoft account still need a license?

Yes. Application User counts authorization, not activity, so a provisioned user who never logs in still consumes a license. De-provisioning dormant access is the fastest reduction.

When does the Employee metric apply?

Where HCM self-service is deployed to the whole workforce, every employee becomes a user, so the Employee metric applies to the full headcount rather than the HR team.

No. Under Applications Unlimited, Oracle supports PeopleSoft 9.2 with continuous delivery through at least 2034, with no forced upgrade. The platform is not on a countdown.
