The AWS EDP Negotiation Playbook

AWS commits scale into 9-figure annual numbers. Most are negotiated badly. The buyer-side framework for getting commit structure, ramp, and price protection right.

HomeWhite PapersAWS EDP

An AWS Enterprise Discount Program (EDP) is the largest cloud commitment most enterprises will sign. The discount band is roughly fixed by spend tier. Everything else, including the structure, the ramp, the term, and the price-protection clauses, is genuinely negotiable. Most enterprises negotiate only the discount.

In this playbook
  1. How AWS prices and discounts EDPs
  2. Commit structure: flat, ramp, and step
  3. Underspend protection and what it actually costs
  4. Term length, the three-year versus five-year math
  5. Price protection on list moves
  6. Reserved instance optimization inside the EDP
  7. The seven moves that work in real engagements

Why structure beats discount

AWS publishes its EDP discount tiers, more or less. Customers in the same spend band get similar discount percentages. The variance in actual outcome between two customers with identical spend bands is not in the discount. It is in the structure. A customer who negotiates a 25 percent discount with a flat three-year commit and no underspend protection typically pays more than a customer who negotiates a 22 percent discount with a ramp commit and 80 percent underspend recovery.

The pieces nobody negotiates

Three pieces of the EDP are routinely left on the table. First, the ramp structure: most customers accept a flat commit when ramp commits with priced flex bands cost less in real consumption terms. Second, the underspend recovery: AWS will accept underspend protection in many EDPs but rarely volunteers it. Third, the AI service treatment: Bedrock, SageMaker, and the AI consumption services interact with EDP commit in non-obvious ways, and the contract should be explicit about how AI spend draws down or sits outside the commit.
